It's pretty obvious this information sign is sponsored by American Express as it starts out by proclaiming "American Express - The official card of Ushuaia"!   Just in case the writing is not legible online, I've copied it here:

This old building was built in 1926 by an enthusiastic group of neighbors; it belonged to Samiento Popular Library.   In 1996 the institution moved to a new building at 1589 San Martín St. leaving the old building empty for a time.   In 1998, the Municipality rebuilt it and gave it to the Tourist Information Board.
