A closer look at the shrine. From a little Google research, I could only find good references written in Spanish. This is the closest I could translate:

Mrs. Galizna Ortega de Gianolle, a nationally prominent woman in Uruguay, commissioned Fernandino Mario Lazo to create the shrine as a promise she’d made to the Virgin of Candelaria to save her very ill granddaughter. The shrine was put in place in February of 1982.

Yes, I was sufficiently fascinated by its location and that it has withstood the seaside weather for over 25 years that I wanted to find out more about it.
